Para-cycling High Performance

The Cycling Australia (CA) Para-cycling High Performance Program (HPP) is the high performance Paralympic Preparation Program designed to cater for elite level Australian male and female athletes in the Para-cycling categories.

The partnership between the Australian Paralympic Committee (APC) and CA commenced on 1 April 2003 and provides the opportunity for elite level riders to be managed by the high performance programs division of CA, benefiting from management, direction and administration support already established for CA’s other elite programs.

The CA Para-cycling program is funded by the Australian Sports Commission (ASC) via the APC, with the main aim of providing the best possible training and competition opportunities for identified athletes to deliver medal winning performances at the Paralympic Games and World Championships. Under CA's High Performance elite programs, Para-cycling program athletes may be selected as scholarship holders of their respective State Institutes or Academies of Sport (SIS/SAS) upon attainment of meeting the respective selection criteria.

The CA Para-cycling HPP is a camps-based program with athletes training predominately in their home states under the direction of their SIS/SAS or nominated home based coach. Athletes also attend training and pre-competition camps, usually at the Australian Institute of Sport cycling base in Adelaide. The National Para-cycling Performance Director / Head Coach is responsible for the planning, day to day management and implementation of the Para-cycling HPP, including the Australian Para-cycling team that competes at the Paralympic Games, World Championships and other international events.

The program is also actively involved in the development pathway of potential elite Para-cycling athletes, coaches and other team staff through a separate Para-cycling Development Program (PDP). The PDP includes the recruitment and retention of new people to Para-cycling and assisting in their development. To earn selection for the National Para-cycling squad/team, athletes are required to meet qualifying standards as set by the National Para-cycling Selectors, and the selection process is detailed in the Para-cycling selection criteria.

Governance

Following years of close collaboration between the International Cycling Committee (IPC) and UCI on 14 September 2006 at the Sport Forum of the IPC Cycling in Aigle, Switzerland, 25 of the 28 members attending voted in favour of a motion to the transfer of governance of IPC Cycling from IPC to the UCI, thus renaming the sport “Para-cycling”.

Paralympic cycling is not an adapted sport and the technical regulations of the UCI are used at all UCI and IPC Cycling competitions. There are specific UCI rules that allow for adaptations to cycles and equipment as necessary, for reasons of safety.

Paralympic Games

Cycling was introduced as a Paralympic sport at the 1988 Seoul Olympics. The Paralympic Games commenced in 1992 Barcelona following the signing of official agreements between the International Olympic Committee and the IPC. The Paralympic Games are now an obligatory part of any submission from a future Olympic bid city. They therefore benefit from the same organisational structure.

The Australian Paralympic Cycling Team has a proud history as recognised through the following results:
