Insurance requirements covering the use of Motor Bikes and Dernys for track racing and training

Following a recent meeting between Cycling NSW President, Kerry Ruffels, CEO, Kevin Young and Domina, Cycling Australia’s Insurance brokers it was agreed that the following guidelines be implemented covering the use of Dernys and Motor Bikes on indoor and outdoor cycling Velodromes.

Motor Bikes and/or Dernys are permitted to be used on both indoor and outdoor Velodromes. Bikes do not have to be registered for use on Velodromes, although the promoters do have a responsibility to ensure that the bike is in suitable working condition and does not pose a danger to other track users and or facilities.

The Motor Bike/Derny rider (pacer) is permitted to wear an Australian Standards approved cycle helmet and not a full motor cycle helmet. This has been agreed for safety reasons. The rider must hold a full CA category license for pacing during sanctioned race events and at minimum hold a CA license (including non-competitor license) for sanctioned pacing of a rider in non-race events such as keirins, motorpace scratch races and or motor paced training events. 

Derny or Motor pacer riders are required to be Accredited as a Motor Pacer rider and/or Derny pace rider by CNSW or a competent Level 2 cycling accredited coach.

It is not necessary for the person riding the Motor Bike or Derny to hold a Motor Cycle license, providing the bike is being ridden on the Velodrome ONLY. CNSW has no jurisdiction outside of the Velodrome.

Motor Bike riders are not permitted to provide coaching advice to members being paced unless they are an accredited Cycle Coach. This is a very important issue as only accredited Cycle Coaches are permitted to provide coaching advice.

A club or promoter should always place the safety of competitors and public first when using a Motor Bike or Derny for training or in competition events. The Motor Bike/Derny rider, and club officials/volunteers are covered for normal insurance benefits under the CA members insurance benefits package for personal and public liability insurance cover as outlined under the member benefits Insurance package guidelines. All CA affiliated competitors are also covered whilst the Motor Bike/Derny is being used during training & race events. The member benefits Insurance does not extend cover for Motor Bike/Derny or racing cycle equipment, clothing and or track repairs caused as a result of an incident/accident by the Motor Bikes or Dernys. All officials and members should be made aware of this exclusion and accept this as a condition of entering the Velodrome for training or competition where a Motor Bike or Derny is sanctioned for use.

Safety must be of paramount importance at all times.

It is recommended that where Derny’s and/or Motor Bikes are being used for training and/or competition on Velodromes, such sessions be sanctioned by the Club with a minute recording dates and approximate times retained on file.
